The function of a washer is to act as a simple gasket around a stud, shaft or bolt. Varying degrees of tolerance can be acheived, and it is important to consider the amount of clamping force and compression required to acheive an efective seal without overstressing the material. Consideration also needs to be given to the environment it will be operating in and therefore the most suitable material to be used.
